Description

This is a sources sought notice for information only. This sources sought is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.
The U.S. Department of State (DoS) is the lead institution for the conduct of American diplomacy with its mission to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, more prosperous, and secure world. The Bureau of International Narcotics and Law Enforcement Affairs (INL), works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad.
In Honduras, INL assists the host government by strengthening police, prosecutors, and judges. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores keeping American communities safe while enhancing Honduras' capacity to deliver security and justice services to its citizens. INL's work in Honduras supports the country's efforts to combat transnational criminal organizations and disrupt U.S.-bound illicit drugs.
The Contractor shall refurbish an approximate area of 335 m², including the demolition of existing elements, redistribution of spaces, construction of new divisions, installation of electrical systems and necessary adaptations to guarantee optimal operating conditions. Remodeling should follow all technical specifications stated on approved designs. All mechanical, electrical, and plumbing (MEP) systems shall be installed within the walls, floors, shafts, and/or above finished ceilings. Exposed surface mounted plumbing and electrical components will only be approved on a case-by-case basis. Walls shall be plastered per commercial industry standards and cured before applying surface coatings. Contractor shall not deviate from the design approved by INL and the Client without their prior approval.
The contractor must execute all works in accordance with good civil engineering practices, technical standards applicable in Honduras (including criteria used by FHIS and local building regulations), as well as international quality standards in interior works.
All materials must be new, of the highest quality and suitable for the intended use. The use of defective materials, reused without authorization or that do not comply with technical specifications will not be allowed.
The contractor will be responsible for verifying on-site dimensions, existing conditions, and compatibility between systems before executing any activity.
The project shall be constructed according to the plans, specifications and the list of requirements provided below.
This is not a solicitation, nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement will be published on SAM.gov.
