Notice of Intent to Sole Source 191Z1024R0002 Pursuant to FAR 13.106-1(b)(1), the US Embassy Baghdad hereby announces its intent to enter into a sole source contract with National Insurance Company, Baghdad, Iraq. Only one source is reasonably available, and under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency needs for third-party liability insurance.

The Government of Iraq recognized third-party liability insurance is not offered through any other company as communicated by the Iraqi Ministry of Foreign Affairs. The third-party liability insurance will be obtained on a sole source basis. The Iraqi Ministry of Foreign Affairs has informed all diplomatic missions via a formal diplomatic note that the National Insurance Company is the only approved and recognized vendor to issue liability policies to diplomatic missions.

The period of performance for this requirement is a 12-month period. The Government will continue to work with the Ministry of Foreign Affairs to identify other potential insurance companies that are acceptable for diplomatic missions to use for the acquisition of third-party liability insurance. This notice of intent is not a request for competitive proposals.

However, any interested party that believes it can provide “Government of Iraq approved third-party liability insurance” requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested. All responses received in writing within fifteen (15) calendar days after date of publication of this notice will be considered by the Government.

Responses must be supported with clear Government of Iraq clearance and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. Responses must be submitted in writing to the Contracting Officer, James R Adams, via email at adamsjr3@state.gov, no later than the timeframe noted above. Telephone responses and requests will not be received.
