The US International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The NIWTP currently treats approximately 17 million gallons per day of raw sewage entering from Nogales, Mexico and Nogales, Arizona. The NIWTP was recently upgraded to provide Biological Nutrient Removal (BNR) resulting in a demand for supplemental carbon.

This solicitation is a request for quotes (RFQ) that will result in the award of a Single Award Firm-Fixed Price Contract solicited under FAR PART 12 and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, subject to availability of funds. The USIBWC is seeking sources to supply and deliver Crude Glycerin to the Nogales International Wastewater Treatment Plant. The Crude Glycerin is intended to be added to the wastewater as a supplemental carbon source for the de-nitrification process.

Delivery is required to be in bulk form and shall be placed in one of three (3) 5,000 gallons size storage tanks at the NIWTP, 865 Rio Rico Industrial Park, Rio Rico, Arizona 85648. Offerors are notified that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Technical Requirement is determined as conformance to the requirements of each CLIN and SOW. The non-cost evaluation factors for this requirement are:

(1) Technical Requirement [see SOW #3] and (2) Past Performance. The maximum projected usage is 193,100 gallons per year (approximately 15,500 gallons per month). Contractor shall guarantee delivery within 7 calendar days after receipt of task order. Deliveries shall be on an as-needed basis. Delivery hours shall be between 7:30 AM through 3:00 PM Monday thru Friday excluding Federal holidays. USIBWC has no obligation to purchase any set amount of Crude Glycerin. Contractor shall be able to provide the Crude Glycerin parameters as follows:

Physical Form: Pale to brown viscous liquid Glycerol content: Minimum 70% (m/m) Ash content: Maximum 8 % (m/m)

Fat Content: Maximum 5 % (m/m)

Water Content: Only water as remainder of crude glycerin/glycerol mixture PH: Neutral Please send question to seone.jones@ibwc.gov via email. Questions are due by 3PM MDT, November 26, 2025. Offers are due December 8, 2025 by 3PM MDT. The USIBWC has the right to reject any material that does not meet the specified properties as listed in the SOW. See SOW for other information.
