Tropical Storm Hilary exacerbated vulnerabilities at the South Bay International Wastewater Treatment Plant (SBIWTP), which was already at risk. The storm accelerated damage primarily through excessive flows and an influx of debris. Trash, sediment, and debris carried by the excessive flows caused entanglement in impellers and check valves, leading to pump failures.

On September 30, 2023, a letter contract for construction was issued, not to exceed $1,500,000.00, for the purchase of parts and rehabilitation of the Non-Potable Water Motors and Pumps, following Federal Acquisition Regulation (FAR) guidelines. The award notification on SAM.gov specified the replacement of Waste Activated Sludge (WAS) Pumps, Activated Sludge Tanks (AST) Intermediate Mixed Liquor Pumps, and non-potable water pumps at SBIWTP.

The award also included a Sole Source Justification and Approval (J&A) in accordance with FAR 6.305. Veolia, the Operation and Maintenance Contractor, possesses the expertise and knowledge of the Wastewater Treatment Plant necessary to expedite repairs. Controls were implemented in the letter contract to mitigate cost risks, including the requirement for three quotes from vendors when purchasing parts.

Additionally, the repair proposal involved submissions from three Contractors and subcontracting to Small Businesses wherever possible. Total Award after modification $3,992,690.38.
