Intent to Sole Source to Bloomberg Finance, LLC, for Real-Time Financial Terminal Subscription Services

Subject: Award a Sole Source Contract to Bloomberg Finance, LLC. FAR 6.302-1 - Only one responsible source (except brand name) The Department of Labor (DOL), Bureau of Labor Statistics (BLS), Producer Prices Index/Office of Price & Living Conditions (PPI/OPLC) intends to award a sole source contract under the authority of FAR 6.302-1 for access to Bloomberg terminal subscriptions.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The proposed contract is for Bloomberg Finance, LLC. The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C.

2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The PPI/OPLC intends to award a sole source, firm fixed price contract to Bloomberg Finance, LLC, 731 Lexington Avenue, New York, NY 10022, to provide access to Bloomberg's Terminal subscription.

The anticipated North American Industry Classification System (NAICS) Code is 541990 with the associated size standard of $20M This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
