See Attachments for Full Solicitation** This is a combined synopsis/solicitation for Grand Jury & Deposition Court Reporting Services (commercial items) for the U.S. Attorney’s Office, Western District of Texas, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This acquisition is being conducted as a Small Business Set-Aside. All offerors are required to verify their small business status under NAICS code 561492 in their quote. Any quotes from offerors that do not meet the socioeconomic requirement and small business size standard will not be considered for award.

Specific instructions to offerors and minimum quote submission criteria are located in Section 7, Addendum to 52.212-1- Instructions, Conditions and Notices to Offerors (Sept 2023) Questions in regard to this solicitation are due August 5, 2024 at 1:00 PM Eastern to the Contracting Officer via email at brandon.wish@usdoj.gov. Questions submitted after this deadline may not be responded to. Quotes are due August 14, 2024 at 1:00 PM Eastern to the Contracting Officer via email at brandon.wish@usdoj.gov.

For further information regarding this solicitation, contact: Brandon Wish Contracting Officer Executive Office for United States Attorneys brandon.wish@usdoj.gov 803-297-2111 a) The Contractor shall provide Grand Jury & Deposition Court Reporting Services for the United States Attorney’s Office (USAO), Western District of Texas. b) The period of performance for this contract will include a base year and four (4) one-year options as follows:

Base Year:

09/29/2024 – 09/28/2025 Option Year I:

09/29/2025 – 09/28/2026 Option Year II:

09/29/2026 – 09/28/2027 Option Year III:

09/29/2027 – 09/28/2028 Option Year IV: 09/29/2028 – 09/28/2029 Contract may be extended an additional six months pursuant to FAR 52.217-8, Option to Extend Services. In the event the contract is extended pursuant to FAR clause 52.217-8, Option to Extend Services, the prices for the most recent period shall apply. c) The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Contract type will be Timeand- Materials (T&M). d) Federal Grand Jury for the USAO, Western District of Texas is conducted in the following locations, and all are applicable to this contract: 1. Austin 2. El Paso 3. Midland 4. Pecos 5. San Antonio 6. Waco 7. Del Rio e) The Government is requesting Grand Jury court reporting and transcription be conducted in two ways:

In-Person: The Contractor will provide a court reporter to physically attend Grand Jury sessions and record/stenograph. The Contractor will then transcribe utilizing the Contractor’s recordings/stenography.

Government-Recorded: The Government will record Grand Jury sessions and provide audio files (and other pertinent information as necessary) to the Contractor to transcribe. A court reporter is not required to be present during Grand Jury proceedings. f) Grand Jury, by location, is anticipated to be conducted as follows:

• Austin & Waco: 95% In-Person and 5% Government-Recorded • El Paso, Midland, Pecos, & San Antonio: 5% In-Person and 95% Government-Recorded • Del Rio: 100% Government-Recorded (No In-Person court reporting) g) Multiple, single-award IDIQ contracts may result from this solicitation. Offerors may provide a quote for any individual, combination of, or all of the locations specified above. Offerors wishing to provide a quote shall explicitly state which locations they intend to provide services for.

Additionally, all line items shall be filled out in Attachment 2 – Pricing Schedule for the intended locations. The Government reserves the right to award a contract for one or more than one location to one offeror if so determined to be in the Government’s best interest. h) Offerors shall be capable of providing both In-Person and Government-Recorded court reporting for all locations (except Del Rio which is Government-Recorded only) they intend to provide quotes for.

Quotes that fail to include and demonstrate the capability to provide both In-Person & Government-Recorded methods may be considered non-responsive and therefore, ineligible for award i) No Government Furnished Property shall be provided. j) Department of Labor wage rates are applicable. Specifically, Wage Determinations #2015-5215 and #5261 are applicable.

See Attachment 3 – Wage Determinations. k) The Government requires the following for this effort: • Minimum of one (1) court reporter per location • One (1) videographer per location l) All Contractor personnel who will have access to Grand Jury material will need to be cleared. .......
