A SYNOPSIS OF PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY. IT WILL DELAY THE POSTING OF THE SOLICITATION DUE TO FURTHER MARKET RESEARCH THAT WILL BE REQUIRED. Responses must be received no later than March 16, 2026. The Federal Bureau of Prisons (FBOP) anticipates issuance of a solicitation for the award of a firm-fixed-price construction contract for a project entitled Replace Cooling Towers, at the Federal Detention Center (FDC Houston), located in Houston, Texas. FDC Houston is a federally owned facility located at 1200 Texas Avenue, Houston, TX 77002. The project consists of the following:

Provide all necessary equipment, labor, materials, permits, and incidentals to remove and replace two (2) existing rooftop cooling towers with new units of equal or greater capacity. New cooling towers shall be supplied with enhanced corrosion protection. All manufacturers’ recommendations shall be followed during the installation of the new towers. FCC Oakdale is a United Stated federal prison for male and female inmates.

The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 with a corresponding small business size standard of $19 million. To be considered an interested vendor, you must possess this NAICS code in your www.sam.gov registration. Interested bidders must be registered in www.sam.gov.
