The Federal Bureau of Prisons, FCI Estill, is conducting a large-scale internal asphalt paving project covering 732,528 square feet of roadway and surface area. The work will be physically performed by an FBOP?supervised inmate labor crew, while a single commercial vendor is required to provide all materials, delivery logistics, and on?site coordination needed to support the operation.

The vendor must supply approximately 10,000 tons of SCDOT?compliant hot batch asphalt and 14,000 gallons of AASHTO?certified tack coat emulsion, along with a fully coordinated fleet of tandem/tri/quad?axle dump trucks capable of delivering 1,000 to 1,500 tons per day over a 7?day delivery window. All materials must arrive within required temperature thresholds; any non?compliant loads are rejected at the vendor’s expense.

In addition, the vendor must provide a certified tanker spray truck and operator to apply tack coat ahead of the paving crew, and must maintain a qualified on?site logistics coordinator/quality control specialist to synchronize truck arrivals, inspect loads, manage pacing, and ensure continuous communication with the FBOP project monitor.

The project requires strict adherence to institutional security procedures, weather limitations, FAR clauses governing delays and stop?work events, and defined operational hours (6:30 AM–6:30 PM). Quantities listed are estimates and may vary; the government pays only for accepted materials. The vendor retains full responsibility and risk for all supplies until accepted inside the facility.
