The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Loretto, Pennsylvania, intends to issue Solicitation No. 15B20825Q00000013 for the supply of bread products. The resulting award will be a single firm-fixed price contract issued on an “all or none” basis; vendors must submit pricing for all line items to be considered for award. Delivery Location (F.O.B.
Destination): FCI Loretto 772 Saint Joseph Street Loretto, PA 15940 Period of Performance: October 1, 2025 – December 31, 2025 Delivery Hours: 7:00 a.m. – 1:00 p.m. Eastern Time (EDT)
Restrictions: No deliveries on weekends or federal holidays Frequency: Weekly deliveries on a will-call basis; quantities and delivery days will be determined at the sole discretion of the Government (see Delivery Schedule, Delivery Information Clause, FAR 52.232-18). This acquisition is a Total Small Business Set-Aside. The applicable NAICS code is 311999 with a small business size standard of 700 employees.
Award will be made to the responsible contractor whose quotation conforms to the solicitation and is determined to be most advantageous to the Government, considering price-related factors, past performance, and technical capability in accordance with FAR 13.106-2(b)(3). The solicitation will be available on or about August 27, 2025, and will be distributed solely through the System for Award Management (SAM) website at https://sam.gov/. Hard copies will not be provided. Interested parties are responsible for monitoring the site for the solicitation and any subsequent amendments.
Quotation Submission Requirements: Quotes are due September 8, 2025, at 9:00 a.m. EST via email only to k1riley@bop.gov. Late submissions will not be accepted. Quotes submitted via fax, hand delivery, handwritten documents, or mail will not be considered. Submissions must include pages 1–4 of the SF1449, with Blocks 17, 30a, and 30b completed, along with all line item pricing. All contractors must be registered and active in the System for Award Management (SAM) prior to award.
Lack of active registration will render an offeror ineligible for award. Information regarding registration and annual renewal can be found at https://www.sam.gov/portal/public/SAM/. The Government reserves the right to make payment by Electronic Funds Transfer (EFT) or Government Purchase Card (GPC). Payment by GPC will be used for awards under $10,000.00; EFT may be used for awards of $10,000.00 or greater.
