(i)This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii)The solicitation number is 15B10125Q00000003. This solicitation is issued as a Request for Quote (RFQ).
Please read it in its entirety. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-06. (iv)This solicitation is being issued as total small business set-aside.
The NAICS for this requirement is 311999 with a size standard of 700 employees. (v)The following items are required Various Subsistence items for the Federal Prison Camp, Alderson, West Virginia, as detailed in Attachment A – National Menu Specifications Quote Sheet. (vi)This solicitation is expected to result in the single award, or multiple awards, of a firm-fixed pricecontract(s) for various subsistence items. (vii)TERMS OF DELIVERY ARE F.O.B.
DESTINATION BEGINNING JANUARY 31, 2025, AND ENDINGJANUARY 31, 2025, BETWEEN THE HOURS OF 7:00AM - 10:00 AM AND RESUME AT 12:00 PM -2:00 PM EASTERN STANDARD TIME(EST). NO DELIVERY ON HOLIDAY'S OR WEEKENDS. Items must be delivered between January 1, 2025, and January 31, 2025, or will beconsidered canceled.
(Failure to deliver within the established time frame will be consideredas non-conformance to the terms of the contract and the contract may be terminated forcause).All deliveries must be palletized, and in such a way that our product is easily accessible.Pallets should be placed in such a way that a pallet jack can easily remove the pallet from thetruck. Please note that we will not be downloading other products in order to access ourown.
If our product is not easily accessible and cannot easily be removed from the truck, thedelivery will be subject to refusal. All boxes/cases and products shall be properly marked to indicate contents. Product notproperly marked shall be refused. All non-frozen, perishable foods must be delivered between 34 degrees F to 40 degrees F.All frozen foods must be delivered at 0 degrees F or below. Any product that indicates priorthawing will be refused.
All shelf-stable food products shall not be frozen or refrigerated,with the temperature above 40 degrees F. Vendors who fail to meet delivery schedules and/or have performance issues with the condition products are delivered, are subject to removal from future solicitations. Past performance issues in not fulfilling the terms and conditions of previous awards, will be a deciding factor in future awards to obtain the Best Value in meeting the Government’s needs.
Items must meet National Menu Specifications, and/or Schedule of Supplies. All items will be closely inspected. Items that do not meet National Menu Specifications as stated will be refused at the vendor’s expense. Should the inspection happen after transportation provider has left FPC Alderson’s grounds, the vendor shall schedule pick-up of the specific product not meeting specification at its own expense and within 2 weeks of notification of noncompliance.
Noncompliance to delivery terms and providing products in accordance with National Menu Specifications will be used for determining awards. Federal Prison Camp, Alderson Glen Ray Road Alderson, WV 24910 (viii)

References to offer and offeror are hereby changed to quote and quoter respectively. (ix) Award will be made by trade-ff method to the responsible Quoter whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below. (1) Price - The government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable; and (2) Past Performance - Past performance information shall include prior experience and similar performances undertaken by the contractor.
