National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Gold Standard Diagnostics Horsham, Inc. dba Diagnostic Horsham, Inc. of Horsham, Pennsylvania for purchase and delivery of part number 475006 CAAS Cube Automated Analysis System, part number 475006CYA Cyanotoxin automated analysis bundle, part number varies for ELISA test kits for training, including 3 onsite field service visits and preventative maintenance contract.

The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) is that Gold Standard Diagnostics Horsham, Inc. dba Diagnostic Horsham, Inc. of Horsham is the only known source producing a CAAS Cube Automated Analysis System with a Cyanotoxin automated analysis bundle and ELISA test kits for training. The Cube is the only instrument that comes pre-programmed and validated by the GLERL team for use with the Abraxis ELISA assays. Delivery is due by February 1, 2025 or sooner.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
