SPECIAL NOTICE 145025-24-0081SRG

National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), Wayne State University (WSU) out of Detroit, Michigan for nonpersonal services for the vendor to analyze 435 microcystin metabolites and/or other freshwater phycotoxins with varying detection limits from samples that were collected from Lake Erie or during experiments conducted in 2024 and 2025 and this will be performed in Detroit, Michigan.

The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) that Wayne State University’s, Department of Chemistry is the only known source that has the equipment, resources, and abilities to perform this work as outlined.

Specifically, Lumigen Instrument Center of WSU has isolated and purified several of the freshwater phycotoxins requested for analysis and is currently the only institution able to provide standard material to quantify these chemicals. This is critical to the ongoing collaboration support we receive from Wayne State University (WSU) and the Center has been a key collaboration with GLERL that has been developed over the last 15+ years.

The chemistry department at Wayne State University is the only known facility with all of the chemical standards to run these analysis. Many of these standards are not commercially available and must be purified in house, the Lumigen Instrument Center is the only known facility who is currently isolating and purifying these chemicals. Period of performance from 10/1/2024 through 9/30/2025.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
