Acclima Inc. Description: NOAA ARL’s Atmospheric Turbulence and Diffusion Division (ATDD) supports the US Climate Reference Network (USCRN). USCRN is a network currently consisting of 137 climate stations installed and maintained since 2000 throughout the continental United States, Alaska, Hawaii, and an experimental site in Canada.
The primary goal of the USCRN is to provide long-term homogeneous observations of temperature and precipitation that can be coupled to long-term historical observations for the detection and attribution of present and future climate change.
The on-site measurement suite presently includes an array of meteorological instrumentation, including soil probes to measure soil moisture and temperature at various locations and soil depths down to 1 m. Observations from these probes are being used to assess drought stress, water budgets, monitor and predict weather and climate, and determine the soil climatology. Accurate observations of both soil moisture and temperature are needed.
These supplies are needed to ensure homogeneity and continuity of the US Climate Record. Based on testing performed by NOAA/ARL/ATDD and others, soil moisture measurements are sensitive to the type of soil sensor used, so the integrity of the measurements and the records they are used to create relies on using the same type of soil moisture probe.
TDR-310W Acclima probes and TDR-305N Acclima probes The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1)(i), Compatibility to existing network, systems or equipment. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
