This is a notice of the Government’s intent to conduct a sole source acquisition. Therefore, this is a notice of the Government’s intent to negotiate with one source and award a contract, on a sole source basis, to Kratos Technology & Training Solutions, Inc., (Kratos), 10680 Treena St Fl 6, San Diego, CA 92131. Kratos products are proprietary to Kratos. Furthermore, Kratos license and support services are only available from Kratos because Kratos does not have authorized resellers.
Therefore, Kratos is the sole manufacturer and sole provider of Kratos products (hardware & software) and maintenance & technical support. NOAA is in partnership with the United States Space Force (USSF) relating to the USAF Defender System. NOAA intends to acquire Kratos maintenance & technical support (sustainment support) for existing legacy hardware & software needed for the USSF Defender System.
In accordance with FAR 13.106-1(b)(1), the Government intends to acquire Kratos maintenance & technical support (sustainment support) under an existing firm-fixed-price contract, which was awarded to Kratos on a sole source basis. NAICS Code 541519 – Other Computer Related Services, with a corresponding small business size standard of $34 Million, is applicable to the Government’s Requirements. The value of an acquisition is estimated at $47,000.
This notice is not a request for competitive bids, quotes or proposals. However, any vendor that believes it can fully meet the Government’s Requirements may submit written documentation affirmatively demonstrating its ability to meet the Government’s Requirements described herein, to the Contracting Officer, identified herein, by the response due date and time applicable to this notice.
Also, a vendor may submit written documentation with: 1) a description of the vendor’s past experience in meeting requirements that are the same or similar to the Government’s Requirements described herein; and, 2) recent and relevant references for the vendor’s past performance. A vendor’s written documentation, that may be submitted in response to this notice, will be considered only to determine whether to proceed with the aforementioned intended sole source acquisition.
A determination by the Government not to conduct a competitive acquisition based on any written documentation/submission received in response to this notice is within the sole discretion of the Government. Any written documentation submitted in response to this notice is strictly voluntary, therefore, the Government: 1) will not pay for any written documentation submitted in response to this notice; and, 2) will not award a contract solely based on written documentation submitted in response to this notice.
Oral communication is not an acceptable form of response to this notice. A response to this notice, if any, must be written and must be directed to, and received by, mario.gray@noaa.gov, by the response due date and time applicable to this notice.
