The National Oceanic and Atmospheric Administration (NOAA) has a requirement for HR1-3 Antenna Motors. NOAA intends to award a purchase order to CPI Satcom & Antenna Technologies Inc. (CPI-SAT) on a sole source basis. The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.

HR1-3 currently utilizes motors by the Original Equipment Manufacturer, Kollmorgen Corp, that are custom-designed for use with CPI antenna control systems. Use of any other motor would require extensive engineering analysis and existing system modifications that are prohibitive from a cost and time standpoint. NOAA intends to issue a written Request for Quotation with the anticipated award date being no later than July 1, 2024. Please see the attached Statement of Need for more details.

The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This is for procurement of commercial services in accordance with FAR Part 13, Simplified Acquisition Procedures.

The North American Industry Classification Code (NAICS) for this acquisition is 334290, Other Communications Equipment Manufacturing, with a business size standard of 800 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
