Special Notice: 143071-25-0001 NOAA/NMFS/PIFSC Intent to Sole Source – Non-Personal Services for Calibration/Repair/Maintenance of RBR LTD Instruments
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Sea-Bird Electronics to procure the following:
Service includes maintenance, repair, and calibration of (41) oceanographic instruments: (32) RBR Solo3 temperature sensors (5) RBR Concerto3 CTD (Conductivity, Temperature, and Depth) sensors (2) RBR Solo3 DO (Dissolved Oxygen) sensors (2) RBR Solo3 PAR (Photosynthetically Active Radiation) sensors. Instruments were purchased from RBR LTD. Per the manufacturer guidelines, only RBR LTD can repair and calibrate their equipment. This will ensure data and operations continuity and integrity and it is imperative that these identical sensors are repaired and calibrated for redeployment in field operations.
The sole source determination is based on RBR LTD’s capability to meet the above requirements. Deliver by January 31, 2025 The applicable Size Standard is North American Industry Classification System (NAICS) Code 334516, with a Small Business size standard of 1,000 employees. This is a simplified acquisition with an estimated value of less than $250,000.00 Total.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 10 DAYS AFTER PUBLICATION OF THIS NOTICE. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. Attachment Single Source Determination
