Brand Name (Astral)- Notice of Intent

This notice is market research to support inclusion of limited sources (brand name) specification to solicit for commercial high capacity sand filters for the Manchester Field Station, Northwest Fisheries Science Center, National Oceanic and Atmospheric Administration, Port Orchard WA. THIS IS NOT A REQUEST FOR PROPOSAL. NOAA intends to specify the below listed item(s) as part of a solicitation for three (3) commercial high capacity seawater sand filters.

A determination by the Government to not compete this requirement, for the specific item listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions.” Sand Filters shall meet the following salient characteristics:

Brand Name: Astral High Rate Sand Filter i. Model: 06632 ii. Filter Diameter 63” iii. Filtration area: 21.64 ft2 iv. Max Flow Rate 432 GPM v. Volume 637 Gallons vi. Maximum working pressure: 50 psi, test pressure of 75 psi vii. Maximum flow rate: 20 gpm/ft2 viii. 4” flange connections ix. 20 ¼” distance between the flange connections (on center) x. Constructed of 100% non-corrosive fiberglass and poly resin THIS NOTICE IS A SPECIAL NOTICE AND NOT A REQUEST FOR PROPOSAL.

No solicitation will be available as the sole source (brand name) item will be incorporated into the specifications of the Solicitation . Please see attached Justification and Statement of Need for additional information. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Any responses and information received by the Government will be considered solely as market research for the purpose of making a final determination as to whether the need for a competitive procurement exists.
