Intent to Sole Source For Scientific Consultation Services Hake/Whiting Stock Assessment

National Oceanic and Atmospheric Administration (NOAA)'s Western Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Hicks, Allan out of Edmonds, WA for scientific review representative for the 2024-2027 Pacific Hake/Whiting Stock Assessment as a member of the joint US-Canada Scientific Review Group (SRG).

The sole source determination is based on the NOAA requirement that Hicks, Allan is the sole entity as the appointed member of the Joint US-Canada SRG assigned to complete this scientific review. Hicks, Allan is appointed by the Secretary of Commerce.

The period of performance for this service include a base period 02/29/2024 to 02/28/2025 and three option periods through 12/21/2027 if all option periods are exercised. **This notice of intent is NOT a request for competitive proposals and no solicitation package is available.** However, firms that believe they can fully meet the government's requirements may submit sustaining documentation in writing to the identified point of contact (below) within the alloted time frame after publication.

Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. Capability statements are due no later than 20 FEB 2024 at 12:00 CST.
