Fixed Gear Tracking- Ghost Gear

The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to Gulf of Maine Lobster Foundation for the purchase of Fixed Gear Tracking- Ghost Gear Service to perform ghost gear prevention and mitigation.

The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Sources interested in responding to this notice shall submit a capability statement that includes technical capability and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Fixed Gear Tracking- Ghost Gear Service 143021-24-0237”. To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time.

Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following POC: Jenna Taulman at jenna.taulman@noaa.gov A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. If no affirmative written responses are received by 9:00 a.m. ET on August 16, 2024, a sole source award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed requirement is solely within the discretion of the government.
