The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Kohler Emergency Power Generators and Transfer Switches for the National Weather Service's Radar Operations Center in Norman, OK. The Government intends to make an award to the responsive responsible small business quoter providing the best value in accordance with FAR 13.106- 2(B) (3) and the instructions to offerors listed in the solicitation.
This is a brand name requirement and a total small business set-aside. Brand name Justification: The Kohler brand is essential to meet the requirements of this procurement, as market research indicates that alternative products either do not meet the necessary specifications or cannot be adequately modified to fulfill the agency’s needs. The original purchase of Kohler Automatic Transfer Switch (ATS) units and generators for the NEXRAD system was made under contract 1305M319NWWG0241.
We are now seeking to acquire two additional Kohler ATS units, along with several internal Kohler components, to ensure the continued sustainment and repair of the existing units at all NEXRAD sites. It is critical that these components are of the Kohler brand to maintain compatibility with the existing infrastructure, which was installed in 2019. The ATS units are integral to the generator sets, and using another brand would result in incompatibility with the existing generators at each site.
This incompatibility could lead to the failure of the emergency backup systems for NEXRAD, which is unacceptable given the critical nature of these systems. Therefore, it is necessary to specify the Kohler brand to ensure the reliability and integrity of the emergency power systems at NEXRAD sites. DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM.
Contractors active in SAM have a unique entity identifier (UEI) that issued to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
