Pulse, High Voltage, Solid State, Device Repair

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division,intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Darrah Electric Co, Inc, 5914 Merrill Ave, Cleveland, OH 44102 for evaluation and repair of 10 each Pulse, High Voltage, Solid State, Devices, Part Number 5SVC032708E0130, ASN R400-3A15A13 for the National Reconditioning Center in Grandview, MO.

Sole Source Justification ABB Semiconductors is the OEM of this equipment. On December 1, 2005, 5S Components bought ABB Semiconductors. 5S Components was the only known vendor capable of repairing these units. In late 2023, 5S Components was sold to Darrah Electric Company who retains sole repair rights for these devices. The design is the property of Darrah Electric Company. The Government does not have access to the specific design features, design rights, nor possesses the drawings that specify the parts.

Special Notice This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can repair the Pulse, High Voltage, Solid State, devices may submit substantiating documentation in writing within the open period of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

If no documentation is received, award will be made directly to Darrah Electric Co, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
