The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Eriss Corporation located at 1140 W Harbor View Drive, Coeur D Alene, Idaho 83814, using the procedures in FAR Part 13, to provide a 2025 Ocean Enterprise study report, identifying trends in Ocean Enterprise business activity in the period since 2020 as it responds to the projected growth of the Ocean Economy and in order to support the U.S. Department of Commerce goal to develop new economic statistics and data services to provide a timely, in-depth and accurate picture of the U.S. economy and its role in the global marketplace.

Eriss Corporation a small business conducted both the initial 2015 and subsequent 2020 analyses for the Ocean Enterprise studies. The Contractor’s proprietary formulas and algorithms used to formulate and integrate the study data were critical to the previous study’s and will be applied to this action. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.

The North American Industry Classification Code (NAICS) for this acquisition is 541690 Other Scientific and Technical Consulting Services with a size standard of $19M. This is not a solicitation for competitive quotes, nor will one be posted on SAM.Gov. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.

However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Wendy Culbreth (Wendy.Culbreth@noaa.gov). All electronic correspondence shall have the subject line read:

141018-24-0006: 2025 Ocean Enterprise Study. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 3:00 PM EST on August 28, 2024. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from August 13, 2024 to August 28, 2024 at 3:00 PM EST.
