Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number:

141017-24-0041 Project Title: Imagine Professional and Imagine Expansion Pack with Maintenance and Support The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM)-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 8.405-6, with Hexagon US Federal, for 15 imagine professional licenses and imagine expansion packs with maintenance and support.

The North American Industry Classification Code (NAICS) for this acquisition is 541519, Other Computer Related Services, with a business size standard of $34,000,000.00. Sole Source Justification The Office for Coastal Management (Office) uses Imagine software applications in image processing and image analysis of geospatial data. Hexagon both manufactures and sells this software as well as upgrades and maintenance.

Therefore, the Office must work directly with this vendor to obtain maintenance and support on its Imagine software licenses since they do not currently have any resellers or business partners offering maintenance and/or support. However, if an interested party believes that it is capable of meeting the requirements and in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 3:00 PM EDT on April 10, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Offers received after the date and time specified in this solicitation may be excluded from consideration. DOC/NOAA Office for Coastal Management requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
