Blue Ridge Parkway NP -CYCLIC CLEANING OF PARKWAY DRAINAGE Purpose of Amendment 0003 is to provide responses to Vendor questions. Purpose of Amendment 0002 is to provide a list of the required documents needed to be submitted with proposal. Purpose of Amendment 0001 is to add the Combined/Synopsis to the solicitation description and attachment for SCA wage Determination. No Other change.

The National Park Service: Blue Ridge Parkway (BLRI) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Required Services: The contractor shall provide all labor, tools, equipment, materials and supervision required to complete this project. The services to be provided within this Statement of Work (SOW) The project will include the cleaning and minor repair of all types of drainage devices located along the Parkway motor road. The Parkway drainage devices need regular cyclic cleaning and maintenance to restore them to a functional condition and to mitigate ongoing deterioration.

The work will include the removal of debris, and sediment blocking or improperly directing surface waters from roadside drainage systems that run parallel to the Parkway pavement. This can be accomplished by mechanical clearing or hand clearing of the drainage structures. The dirt, rocks, and/or vegetation will be removed and disposed of at sites along the parkway that will be designated by a point of contact in each district.

Any damage before starting clearing will be noted and photos will be taken by the contractor, to document this damage. Care shall be taken by the contractor to NOT cause any further damaged to any these sites. No drainage structure repairs will occur under this project, but damaged sites will be identified for future projects.

The Government intends to award a firm-fixed price commercial services contract based on the proposal that represents the best value (LPTA) to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Par 15, Negotiations and FAR Part 19, Small Business Programs. 100% Total Small Business Set-Aside. The NAICS code is 561730 Landscaping Services, Size Standards in Millions of dollars $8.0.

Pleas reference all document with the solicitation #140P5323Q0026. The government reserves the right to award none, any or all of the bid options in any order. This requirement consists of (1) Base items and (6) Option Items.

Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote.
