IMPLAN LICENSE AND DATA

NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR IMPLAN LICENSES AND DATA This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch (AOB), is the contracting office for this procurement, on behalf of the Bureau of Ocean Energy Management (BOEM).

The purpose of this notice is to announce the government's intent to issue a sole source purchase order to The IMPLAN Group LLC, in accordance with FAR Subpart 13.106-1(b). The BOEM, Division of Environmental Sciences (DES), needs to maintain access to and obtain updated Impact Analysis and Planning (IMPLAN) data that BOEM uses for the development and/or updating of its in-house regional economic impact model(s), as well as to have IMPLAN data available for other miscellaneous economic analysis assignments.

IMPLAN is the data-software system used by all DOI bureaus for the Secretary's annual economic report and for BOEM's annual economic contributions report. The data will update the economic multipliers in BOEM's Regional Economic Impact Model(s) (notably the Cumulative Impacts Model and Life-cycle Impacts Model (CIM/LCIM)), which is used for the equitable sharing analysis in the National OCS Program development, for lease sale environmental impact statements, and for similar, more limited, analyses.

The CIM/LCIM were designed specifically to incorporate the IMPLAN multipliers, and BOEM intends to use IMPLAN data for other analyses, to maintain consistency. The IMPLAN Group LLC develops and maintains both the IMPLAN software and the IMPLAN databases and is the one unique source for either. No other vendor offers equivalent data that could be incorporated without substantial retooling, retesting, and modification of the CIM/LCIM models.

Additionally, other vendors cannot customize the license agreement to allow for the specific use that BOEM requires. Therefore, in accordance with FAR 13.106-1(b), there is only one responsible source known, and no other supplies or services will satisfy the agency's requirements. As a result, BOEM anticipates awarding a Firm-Fixed Price (FFP) Purchase Order to The IMPLAN Group LLC. The period of performance for this Purchase Order shall be twelve months from the date of award. This purchase is estimated to be under the simplified acquisition threshold. The anticipated place of performance is the contractor's facility.

PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 5:00pm Eastern Time on 31 July 2025. All Submissions in response to this notice must be submitted in writing via email to the Contracting Officer at david.villani@bsee.gov. A determination by the Government not to compete the Government's requirements described in this notice is solely within the discretion of the Government.
