Pacific Bell Telephone Company - Sole Source Notic

This is a Sole Source Notice posted in accordance with RFO 5.201(b)(1)(i). The Department of the Interior, Bureau of Land Management (BLM), California State Office (BLM California), requests the BLM Programs Contracting Office to contract on a sole source basis to procure commercial internet services from Pacific Bell Telephone Company for 25 remote fields and administrative offices across the state of California.

This purchase will be conducted under the Revolutionary FAR Overhaul commercial procedures at RFO 12.201-1. This action is justified under RFO 6.103-1(b), Only one responsible source and no other supplies or services will satisfy agency requirements. A firm fixed-price award is anticipated. The associated NAICS code for this requirement is 517111 (Wired Telecom Carriers). The applicable PSC is DG11 (IT and Telecom - Network: Satellite Communications and Telecom Access Services).

The attached sole source justification has been made available for review. No solicitation documents exist. This notice of intent is not a request for competitive quotes or offers. A determination by the Government not to compete this proposed action lies solely within the discretion of the Government. Firms believing they have the capability to provide this requirement must submit written information showing clear and convincing evidence that they can meet the Government¿s needs.

Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Responses must reference Notice ID 140L1226Q0044 and be sent in writing to Mike Anson at michael_anson@ios.doi.gov no later than September 14, 2026, at 5:00 PM PD.
