I. DISCLAIMER
a. The Government is conducting market research to identify qualified firms capable of performing an independent code review and software development pipeline modernization for the ShakeAlert Earthquake Early Warning (EEW) Production System. This Request for Information (RFI) announcement seeks capability statements from interested vendors.
b. The Government will not pay any costs incurred in the preparation of information for responding to this market survey or the Government¿s use of the information. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government will not provide feedback.
c. The US Geological Survey Acquisition Team (GSAT) is not, at the time, seeking proposals or quotes and will not accept unsolicited proposals or quotes. Not responding to this RFI does not preclude participation in any future procurements.
II. PURPOSE
The DOI, USGS, Earthquake Science Center (ESC) is seeking a qualified firm to conduct a focused, independent code review of the ShakeAlert® Earthquake Early Warning (EEW) Production System. The purpose of this RFI is to identify potential vendors capable of providing services required in the attached Statement of Work. The objective of this contract is to improve the reliability, maintainability, and long-term sustainability of the ShakeAlert production code base through two complementary activities:
- A rigorous, module-by-module review of source code quality, correctness, and maintainability.
- An assessment of current software development and deployment practices, with concrete recommendations for modernizing the CI/CD pipeline and GitLab workflow.
In support of this effort, GSAT is conducting market research to further refine requirements and establish the best acquisition approach. Please note that requirements defined to date may change before issuance of a final RFP/RFQ.
III. REQUIREMENTS
See Statement of Work, 9 pages, attached.
Task 1 - Production Code Review
Task 2 - Software Development Practices and CI/CD Pipeline
Interested parties shall include the following in their submission:
1. Applicable socioeconomic designation.
2. Business size standard.
3. SAM UEI number.
4. GSA contract number, if applicable.
5. Ability to execute all tasks listed.
IV. RESPONSES
Responses are requested by October 16, 2026 at 12:00pm PST. Any response received after these dates will also be considered but may not be included in initial reporting or assessments.
All responses should be submitted electronically in PDF format and emailed to the points of contact: Charlan Fejarang at charlan_fejarang@ios.doi.gov. The subject line of the email should read as follows, ¿RFI: 140G0326Q0223 - ShakeAlert Production System Code Review.¿
Respondents must submit capability statements and information describing the general approach/solution to addressing the listed requirements. General marketing information or reference to vendor web sites will not be considered responsive to this notice. No telephone, mail, or fax responses will be accepted.
