REQUEST FOR QUOTE RADIOCARBON ANALYSIS INTRODUCTION This is a solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, as supplemented with additional information included in this notice. Full and open competition. DESCRIPTION The U.S. Geological Survey (USGS) Pacific Coastal & Marine Science Center (PCMSC) of Santa Cruz, CA, requires Radiocarbon Analysis services in accordance with the attached Statement of Work (SOW).

All analyses and associated work shall be performed at the contractor's laboratory. RELEVANT INFORMATION The North American Industry Classification System (NAICS) code 541380, Testing Laboratories and Services, and associated size standard of $19.0 million applies to this solicitation, along with Product and Service Code (PSC) R405, Support -Professional: Operations Research/Quantitative Analysis. This service is subject to the Service Contract Labor Standards statute, as applicable.

QUESTIONS All questions regarding this solicitation must be submitted by electronic mail directly to the Contracting Officer at elizabeth_adam@ios.doi.gov no later than August 14, 2026, at 5:00 p.m. Eastern Daylight Time (ED). SUBMISSION OF QUOTES Quotes shall only be accepted through electronic mail addressed to the Contracting Officer.

All quote documents required by this solicitation must be received in their entirety no later than August 18, 2026, at 10:00 a.m. Eastern Daylight Time (ED) to elizabeth_adam@ios.doi.gov. Quotes submitted by hardcopy or through any web portal shall not be accepted or considered.

EVALUATION OF QUOTES Quotes will be evaluated using tradeoff factors including: 1. Experience 2. Technical Capability 3. Past Performance 4. Price See FAR provision 52.212-2 included herein, for definitions of evaluation factors and the basis for award. Offerors shall provide sufficient technical information to allow the Government to evaluate the offeror's ability to meet the requirements of the Statement of Work.

Technical submissions shall include the information required by FAR 52.212-2 and may include a work plan, curriculum vitae (CV), relevant experience, past performance information, references, and other supporting documentation, as applicable.
