This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Innovasea Systems, Inc. located in Boston MA for Juvenile Salmonid Acoustic Transmitters as described below. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures.
Innovasea Systems, Inc is, to the USGS¿ knowledge, the only source who can provide this equipment. The government issued sources sought notice 140G0324Q0175 on May 20th and ending on May 24th. No responses were received. Along with other market research it was determined that only Innovasea Systems is the only company capable of meeting the required specifications. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes.
However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code for this action is 334513 Measuring device, 750 Employees Responses or inquiries shall only be accepted through electronic mail addressed to glewando@usgs.gov and must be uploaded and received in their entirety no later than June 13, 2024 1500 ED. Responses other than electronic mail shall not be accepted or considered.
Salient Characteristics: Releases must be waterproof rated to at least 400m. Uses easily accessible user-changeable lithium battery pack for at least 2-year battery life. Save workload of at least 200 pounds. Real-time communicate battery life and depth to the surface transponder when requested. Parts and labor warranty of 1 year or greater.
