The USGS intends to award a new, non-competitive, firm fixed price contract to purchase a preventative maintenance service agreement with Hitachi High-Tech America, Inc. for a field emission scanning electron microscope (FE-SEM). The US Geological Survey (USGS) Geology, Energy & Minerals Science Center (GEMSC) maintains a large inventory of scientific and laboratory instruments which are essential for the research conducted by project staff.

The GEMSC has invested in the Hitachi SU-5000 FE-SEM in developing laboratory capabilities and efficiencies. To maintain this instrument, the GEMSC requires a preventative maintenance service contract, which ensures emergency repairs and/or parts will be expediently delivered. The service agreement shall provide the following:

1. Two preventative maintenance visits per year designed to assure the long-term performance and reliability of the instrument.

2. Unlimited emergency service whenever the instrument becomes inoperable or fails to perform to specifications due to a failure associated with the instrument 3. Replacement of vacuum roughing pump oil and filter only (the system is still under an extended parts warranty when the FE-SEM was purchased). This is to get the information on qualified manufactures to provide the requested item as specified.

The proposed contract action is for services for which the Government intends to compete with any qualified manufacturer under the authority of FAR 13.501(a). All responsible sources may submit a bid, proposal, or quotation no later than 03/26/2024 which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
