NOTICE OF SOLE SOURCE The United States Fish and Wildlife Service intends to award a firm-fixed-price purchase order on a sole-source basis to a qualified contractor for the required goods and/or services. The Government intends to negotiate with one (1) source under the authority of FAR Subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold. The requirement is necessary to address an immediate and critical operational need.

The Government has determined that delaying the procurement to conduct full and open competition would result in unacceptable delays and could adversely affect mission operations, facility operations, employee safety, public safety, or other essential Government functions, as applicable. Due to the urgent nature of the requirement, the Government identified a source that is capable of providing the required goods and/or services within the timeframe necessary to address immediate need.

The identified source has the capability, availability, and resources necessary to fulfill the requirement and meet the Government’s required schedule. Based on the unusual and compelling urgency of the requirement, competitive procurement procedures were limited in accordance with FAR Subpart 13.106-1(b)(1)(i) and (ii). This action is being pursued on a sole-source basis to minimize operational disruption and obtain the required goods and/or services as quickly as practicable.

The Government anticipates awarding a firm-fixed-price purchase order to the identified source, subject to the availability of funds and completion of all applicable acquisition requirements.
