This is a Pre-Solicitation Notice only. This notice is provided for informational and planning purposes and does not constitute a solicitation, Request for Quotation (RFQ). The Government is not requesting quotations or proposals at this time.
The Department of the Interior (DOI), Interior Business Center (IBC), Acquisitions Service Directorate (AQD), in support of the National Park Service (NPS), Historic Preservation Training Center (HPTC), intends to solicit qualified contractors to provide historic building relocation services at Minidoka National Historic Site (MIIN) in Jerome, Idaho.
Description of Requirement The Government anticipates a requirement for a qualified contractor with demonstrated experience in historic preservation and structural building relocation to safely relocate one historic barrack building. The work is anticipated to require two mobilizations. First Mobilization - Temporary Relocation The contractor shall separate the historic barrack building from its existing foundation and relocate the structure to a temporary location identified by the Government.
The contractor shall provide an appropriate structural stabilization plan addressing temporary bracing, framing, lifting points, cribbing, and other measures necessary to safely separate, lift, relocate, and stabilize the structure. The building shall be placed and maintained in a stable, elevated condition on cribbing towers at the temporary location to allow HPTC personnel to perform necessary repairs to the building's structural floor framing.
HPTC will provide temporary bracing for non-structural historic features within the building prior to relocation. The building is anticipated to remain at the temporary location while HPTC completes repairs through approximately May 2027. Second Mobilization - Final Relocation Following completion of the structural floor-framing repairs by HPTC, the contractor shall remobilize and relocate the historic barrack building from its temporary location to the new permanent foundation.
The contractor shall position, secure, and fasten the building to the new foundation in accordance with the requirements, drawings, specifications, and approved plans. The contractor shall furnish all labor, supervision, materials, tools, equipment, transportation, engineering, and other resources necessary to safely and successfully accomplish both building relocations.
Acquisition Information The Government anticipates conducting this acquisition in accordance with Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services. The anticipated solicitation will be issued as a 100% Small Business Set-Aside under NAICS Code 238990 - All Other Specialty Trade Contractors. The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract.
The anticipated solicitation issuance date is on or about August 28, 2026, with an anticipated closing date of on or about September 8, 2026. The anticipated period of performance is 12 months from issuance of the Notice to Proceed (NTP). These dates are estimates and are subject to change. Interested contractors must notify the Contract Specialist and Contracting Officer of their interest in order to receive a copy of the Solicitation.
Prospective contractors must be registered and active in the System for Award Management (SAM) at the time required by the solicitation and maintain all applicable registrations and representations necessary to be eligible for award.
