The Department of Interior, Interior Business Center, Acquisition Services Directorate intends to award a sole source contract on behalf of the U.S. Air Force Research Laboratory (AFRL) to Phillips Corporation for ordinance range services support machinery maintenance. AFRL ground test ranges are responsible for testing of developmental technology created to support warfighters across DoD, including DoE and other government agencies. It is vital to keep all aspects of the ground test ranges operational.
Equipment maintenance for vertical mills, mini mills, lathes, and water jet machines. These pieces of equipment are vital to fabricating and modifying test articles requested by customers, Test Engineers, and range personnel. Having a maintenance contract for servicing allows machines to stay operational. Plus, requested articles are built onsite versus offsite to locations that might not understand the full mission.
Additionally, during active test, sometimes modifications of items are required and permits testing to continue on-schedule. Attached is a listing of the equipment that will be maintained under the resulting contract. This notice is issued in accordance with FAR 5.201. Phillips Corporation is uniquely qualified to provide these services based on their unique qualifications: They are the only authorized maintenance contractor for Haas CNC Machine Tools as well as OMAX Corporation.
This notice is to state the Government intention to sole source this requirement and to determine if any other source(s) exist; and therefore, no solicitation is available. Interested sources with the capability to provide the requirements referenced in this notice are invited to submit, in writing, sufficient information to demonstrate their ability to fulfill the stated requirements.
Responses to this notice must demonstrate clear and convincing evidence that all requirements can be fulfilled and that competition would be advantageous to the Government and would not be time or cost prohibitive. This Intent to Sole Source is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Respondents are responsible for adequately marking proprietary information in their response. Responses will not be returned.
An electronic acknowledgement of vendor response submission will be provided. If vendor's do not receive an acknowledgement within one business day, please notify the Contracting Office to ensure successful delivery.
