Sources Sought: Irrigation Canal Lining Maintenance and Repair - Colorado River Indian Irrigation Project (CRIIP) THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for market research and ISBEE (Indian Economic Enterprise) planning purposes. It does not constitute a solicitation, Request for Proposal (RFP), or a commitment by the Government to issue a solicitation or award a contract. The Government is not requesting quotes at this time, and no awards will be made because of this notice.
The Bureau of Indian Affairs (BIA), Colorado River Agency is conducting market research to identify qualified ISBEE/IEE business concerns capable of providing maintenance and repair of the approximately 140 miles of existing canal lining; to repair or replace broken or missing segments of the concrete lining. The CRIIP diverts irrigation water year-round except for the dry-up periods.
The Lateral 90 dry-up is one week in early December, the Main Canal dry-up is two weeks in mid-January, and Lateral 73 dry-up is one week in mid-February. The majority of lining repair work is done during the dry-up periods. This contract will be for a full year so that the vendor can respond to any unplanned lining repair emergency.
The process for repairing existing lining includes the identification of the damaged concrete site, removal of the damaged concrete, preparation of the canal bank for the placement of the new Dry Processed Gunite Material (Gunite), and area clean-up. There may be as many as 30 locations per day. The CRIIP will purchase the Gunite and have it delivered to the vendor on the canal bank at each site.
The vender will purchase the 4'X4" wire and have it available at the CRIP Poston Yard for the vendor to transport to the Gunite repair site. The contract will be in force for 12 months and requires the vendor to be on call to make any emergency repairs that may occur on the CRIIP. The vendor shall agree to move equipment and personnel to the CRIIP within 48 hours of notification by CRIIP of an emergency Repair.
This Sources Sought seeks to identify whether two or more capable ISBEEs are available to support CRIIP with the maintenance and repair of the irrigation canal lining. Interested vendors (ISBEE, IEE) are invited to submit a capability statement addressing the following:
1. Company name, address, and point of contact information 2. CAGE code and UEI 3. Business size/status under NAICS 238110 (or recommended alternative) 4. Capabilities statement tailored to the scope of this requirement 5. Past performance for similar projects 6. Logistics capabilities including emergency processes 7.
