NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Appleton Marine Inc, of Appleton, Wisconsin, for the direct replacement purchase of three (3) each planetary speed reducers for the repair of their three Appleton Marine BMD-0646 capstans aboard NOAA Ship Oscar Dyson. The sole source determination is based on the requirement for original equipment manufacturer parts for direct replacement.

This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The YMD-11536 planetary speed reducers are specialized components crucial for the functionality of the Appleton Marine Capstan Model BMD-0646. These reducers are designed specifically to meet the requirements and specifications of the capstan, ensuring optimal performance and reliability in marine operations.

Inability of Other Companies’ Similar Products to Meet Agency’s Needs (FAR 11.105): Other companies' similar products do not meet, nor can they be modified to meet, the agency's needs for several reasons:

Lack of Compatibility: Alternative reducers may not be specifically designed to integrate seamlessly with the Appleton Marine Capstan Model BMD-0646, leading to compatibility issues and operational inefficiencies.

Different Specifications: The YMD-11536 planetary speed reducers are engineered to meet precise specifications tailored to the capstan's requirements, ensuring optimal performance and reliability. Alternative products may not match these specifications, resulting in subpar performance and increased risk.

Proprietary Design: The design and engineering of the YMD-11536 reducers are proprietary to the manufacturer, making it impossible for other companies to replicate or modify their products to meet the agency's needs effectively. In conclusion, the YMD-11536 planetary speed reducers are indispensable components essential for the reliable and efficient operation of the Appleton Marine Capstan Model BMD-0646 in critical marine applications.

Their unique design, compatibility, and performance characteristics justify their procurement as brand name items, ensuring mission success and operational integrity. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis.

Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
