CUP - Two-Phase Design-Build Acquisition for Modernization and Expansion of Central Utility Plant

The National Institute of Standards and Technology (NIST), U.S. Department of Commerce, hereby announces the award of Contract No. 1333ND26DNB190009 to HITT Contracting, Inc. The contract was awarded on September 17, 2026, pursuant to Solicitation No. 1333ND26RNB190004.

This award establishes a Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ), Single Award Task Order Contract (SATOC) for design-build construction services supporting the renovation, expansion, and modernization of the Central Utility Plant (CUP) complex at the NIST Gaithersburg, Maryland campus.

The contract includes a five-year base ordering period, followed by two option ordering periods of three years and two years, respectively, and an option to extend services for up to six months. The base ordering period is October 1, 2026 through September 30, 2031. If all options are exercised, the contract may extend through March 31, 2037.

The Government's guaranteed minimum obligation under the IDIQ contract is $10,000.00. The amount of all orders issued under the contract shall not exceed $600,000,000.00. Individual requirements will be authorized through task orders issued in accordance with the terms and conditions of the contract.
