975-3725 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with INCITS for the acquisition of a membership to be used by NIST for the period through 11/30/2024.

Sole source determination is based on the need for NIST to be a member of the Steering Committee 38 with INCITS. Such membership will allow NIST the ability to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations.

The NIST Information Technology Laboratory (ITL) priorities include cybersecurity, Internet of Things (IoT), and artificial intelligence. The INCITS Standards Developing Organization (SDO) is developing specific standards in these and other areas that ITL staff are currently participating. New products and new approaches come online every day in the ICT marketplace. INCITS members work with developers and users before a product goes to market, so it is broadly accepted and highly interoperable. INCITS is the only source for the required type of membership. The membership must be purchased directly through INCITS.

The North American Industry Classification System (NAICS) code for this acquisition is 813920 - Professional Organizations, with a small business size standard of $23.5 million.

A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by April 08, 2024, 10:00 am., Eastern Daylight Time (EDT) will be considered by the Government. Responses shall be submitted via email to delonte.mckinney@nist.com.
