QUESTION POSED BY INDUSTRY - Please clarify the compound for "amphetamine" in mixes 3 and 4? Amphetamine refers to a compound group but is not a specific analyte. RESPONSE (±)-Amphetamine is the free-base form we are procuring, (±)-Amphetamine (hydrochloride) could also be used as long as the concentration in the final mixture corresponds to the free base form of the compound as stated under General Requirements 1.c. All other terms and conditions remain unchanged, as a result of this Q&A.

COMBINED SYNOPSIS/SOLICITATION 1333ND24QNB640168 Drug Solutions for Forensic Science Interlaboratory Study This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-03, effective 02/23/2024.

The associated North American Industrial Classification System (NAICS) code for this procurement is 456110, with a small business dollar value of 37.5 Million. This acquisition will use full and open competition procedures. The Material Measurement Laboratory (MML) within the National Institute of Standards and Technology (NIST) is planning to conduct a series of interlaboratory studies for seized drug analysts in the forensic science community.

As part of these studies, MML requires the creation of custom test solutions that will be provided to NIST and other laboratories participating in the studies. The Contractor shall provide test solutions for an interlaboratory study, that will require the creation of kits containing test solutions packaged in individual glass ampoules.
