Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations requires the procurement of one (1) new capstan winch for NOAA Ship Gordon Gunter. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 140802-24-0678 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. (iv) The NAICS code for this acquisition is 333923 – Overhead Traveling Crane, Hoist, and Monorail System Manufacturing.
This solicitation is being posted as a small business set-aside, brand name or equivalent, with a small business size limit of 1,250 employees. (v) Line items are as follows:
CLIN 1: Horizontal Capstan Winch and Controls (vi) Description of requirements for the items to be acquired: The NOAA Ship Gordon Gunter requires the procurement of one (1) Capstan Winch per the specifications listed in the Statement of Need. Quotes shall include all expected costs, including shipping costs, and whether they can meet the period of performance. (vii) Date(s) and place(s) of delivery and acceptance and FOB point.
NOAA Ship Gordon Gunter 151 Watts Avenue Pascagoula, MS 39567 Period of Performance: NLT 09/30/2024. (ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 07/15/2024 at 1600 hours PDT. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions.
