Elevator Repair

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-24-Q-0186 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-05.

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for Repairs of One Elevator in Bldg. 2 at the NOAA Beaufort Laboratory, Beaufort NC. The Government intends to award a firm fixed price contract. All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 1985-0949 Rev 48, Date of Last Rev. 01/17/2024. All repairs shall be completed within 60 days from date of award.

Site Visit Offerors are strongly encouraged to conduct a site visit to review all existing conditions affecting the requirements in this statement of work, and to familiarize themselves with site conditions for purposes of formulating quotes. It is the Contractor’s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. Failure to determine existing conditions will not be considered a basis for granting additional compensation.

Offerors wishing to schedule a site visit shall contact the Government Technical POC: William Brantley at (252)-822-2328 Quotes shall be FOB destination, The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. This RFQ is set aside for Small Business.

The associated NAICS code is 333921, Elevator and Moving Stairway Manufacturing, with a size standard of 1000. Additionally, each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;

2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;

3. Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

4. Acknowledgment of Solicitation Amendments (SF-30), if any,; All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on August 20, 2024; any award resulting from this RFQ will be made based on best value to the Government. Factors considered include technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov .

Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The anticipated award date is on or before September 30, 2024.
