INTRODUCTION The Fairbanks Command and Data Acquisition Station (FCDAS) is a 24-7 satellite tracking station operated by the National Oceanic and Atmospheric Administration (NOAA) in support of NOAA environmental monitoring spacecraft. The Station receives equipment, parts, products and supplies from vendors throughout area and from the lower 48 states.

FCDAS has a requirement for a Truck Utility Storage Deck that serves as equipment and supply storage to support the electricians to respond to emergencies quickly and perform daily duties. This is a Request for Quote (RFQ) to purchase a Truck Utility Storage Deck Unit that attaches to a 2023 Dodge 2500 Pickup with an eight (8) foot bed. The Government anticipates a Firm-Fixed-Price (FFP) contract.

This procurement will utilize North American Industrial Classification System (NAICS) code 336211 – Motor Vehicle Body Manufacturing. The RFQ clauses and provisions are those in effect thru Federal Acquisition Circular 2024-07 effective August 29, 2024. This acquisition is being solicited as a 100% Small Business Set-Aside for Highway Products Brand Name or Equal parts required in accordance with the specifications set forth in the Statement of Need in Section III of this RFQ.

Only one award will be issued as a result of this solicitation via issuance of simplified acquisition/commercial award. The Government’s points of contact for this requirement are Callie Zuppas, Contract Specialist at callie.zuppas@noaa.gov and Angkham Sybangone, at angkham.sybangone@noaa.gov.

Questions, Comments, Response Due Date: Contractors shall submit all questions in writing via email to Callie Zuppas at callie.zuppas@noaa.gov and angkham.sybangone@noaa.gov . Questions shall be received no later than 3:00 PM Eastern Standard Time (EST), Monday, September 9, 2024. All questions or comments submitted shall include the solicitation number in the subject line. The Government will attempt, but does not guarantee, that it will answer questions submitted after the time and date specified above.

Government responses will be provided, without identification of the, via formal amendment to the RFP. Phone inquiries are not permitted. The offeror’s quote shall be submitted no later than 5:00 PM Eastern Standard Time (EST) Wednesday, September, 11, 2024. Contractors shall complete and submit provision FAR 52.204-24, 52.204-26, 52.212-3 and 52.209-11 before NOAA makes the award, if information differs from System for Award Management (SAM) representations and certifications.

It is the contractor’s responsibility to bring to the Government’s attention any perceived ambiguities, discrepancies, or inconsistencies within the solicitation package (i.e. this document, attachments, and any document incorporated by reference). Be advised that this RFQ does not commit the Government to pay any cost for the preparation and submission of a quote.
