DOC/NTIA Independent IT Organizational & Technical Assessment

The Department of Commerce (DOC), Enterprise Services is awarding a task order under the General Services Administration (GSA) Multiple Award Schedule (MAS) contract, category 541611 (Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services) for an independent organizational and technical assessment of the Information Technology (IT) organization within the National Telecommunications Information Administration (NTIA).

The limited source identified for this task order is the National Academy of Public Administration (NAPA), located at 1600 K Street, NW, Washington, DC 20006. The requirement is to independently assess NTIA’s current organizational and technical capabilities and to outline strategies for future improvements.

This assessment will examine the administration’s existing IT organizational structure and technical capacities, evaluating how well these elements support the administration’s expanded goals and identifying areas where enhancements could be made.

This assessment is designed to support the transformation of NTIA’s IT infrastructure into a streamlined, secure, and efficient framework, effectively supporting its mission-critical operations and strategic initiatives considering its recent growth and evolving responsibilities. This work requires both an organizational and a technological assessment of NTIA’s IT organization.

Underscoring this work is that the government is a singular entity that conducts IT activities subject to unique statutes, regulations and policies and in a different manner than private industry. The assessment requires not only an understanding of how to do an organizational assessment and a technical assessment of the IT infrastructure, but also the knowledge of how to do this assessment within the context of a cabinet level Federal agency.

Based on the market research conducted only NAPA was found to have the requisite level of expertise in conducting organizational and technical assessments of IT organizations in the Federal environment in a manner completely free from actual or potential organizational conflicts of interest. In this regard, NAPA is specifically charted by Congress to conduct independent assessments of the type required by NTIA to assess the extent to which its organization and technical composition meet requirements.

Further, the results of the assessment are targeted to future organizational development and adaption to achieve mission requirements, and only NAPA has access to the types of personnel including advanced subject matter experts within the Federal OCIO community positioned to provide advice and consultation on potential organizational and technical changes.

In this regard, NAPA has immediate access to hundreds of fellows including former federal CIOs and executive level IT program managers as well as scholars and technical experts within academia with experience in assessing the effectiveness and efficiency of federal organizations.

As a non-profit entity staffed principally with individuals from academia, other research institutions, or retirees who are on call to support research projects, subcontracting with other than small or small businesses is not a feature of NAPA’s operating model.
