AMENDMENT 0003 (07/30/2026):

ADD ANSWERS TO CONTRACTOR QUESTIONS
1. Is the current electrical receptacle circuit(s) independent per current office configuration? Will the existing circuitry support future use once construction is completed? During demolition of the existing offices, circuitry in the area will be abandoned.
Answer - These abandoned circuits will be repurposed for the 6 new outlets shown on the drawings.
2. Will additional electrical circuitry be required?
Answer - No. Repurpose the abandoned circuitry from demolition.
3. What is the color choice for the final finish of epoxy resin flooring in the corridor and the staging space?
Answer - Color selection has no impact on pricing. The Contractor will submit to the Government the epoxy flooring manufacturer they intend to use. A final color selection will be made from that manufacturer's available standard colors.
4. It appears that hallway walls do not go all the way up to the pan deck. In order to achieve a 1-hour fire rating, as noted on the drawings, the walls would need to extend all the way up to the pan deck. Are we to completely enclose the lab with 1-hour fire-rated walls all the way up to the pan deck?
Answer – No
5. Are the existing double doors that are to be reused 1-hour fire-rated (in drawing 1)?
Answer – No
6. Please publish the site visit sign-in sheet.
Answer - We cannot publish the sign-in sheet.
7. Can the Superintendent, SSHO, and QCM roles dual or triple hat?
Answer – Yes
8. If dual and triple hatting is allowed, which roles can be performed by a single person?
Answer - All above - single person
9. Epoxy is limited to only the staging space floor.

REQUEST FOR QUOTATIONS (RFQ)

Constructions Services for Lab Row Staging Space Renovations NOAA Western Regional Center

1. Solicitation number 1305M326Q0271 is issued as a request for quotation (RFQ), for Constructions Services for Lab Row Staging Space Renovations NOAA Western Regional Center in Seattle, WA.

Commercial construction services, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Lab Row Staging Space Renovations NOAA Western Regional Center in Seattle, WA, in accordance with the Statement of Work. Period of performance is 1 year after receipt of the notice to proceed.

A complete description of requirements, including documentation supporting any brand name descriptions or technical data, can be found in the SF18.

2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The Government intends to award as a trade-off, single award, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
