Synopsis of Proposed Contract Action - Ocean Gold Seafoods, Inc. – Multi-Function Trawl System

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a).

Ocean Gold Seafoods, Inc. is the only known business that can provide further development of a single net capable of fishing in two modes (midwater and surface trawling), a single set of doors capable of operating in both fishing modes, increasing safety at sea, and more efficient at catching representative samples of the target species identical to the net developed in Purchase Order 1305M323PNFFR0690 awarded in 2023. The Government intends to award a contract for a one-year base period and four one-year option periods.

This procurement is being conducted under Simplified Acquisition Procedures pursuant to FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, only one source is reasonably available. The North American Industry Classification System (NAICS) code for this item is 314994. The government contemplates a firm-fixed priced commercial item contract for supply of the multi-function trawl system and necessary services and travel to test, refine, modify, repair, maintain and provide testing for the system over the life of the contract. A determination by the government not to compete this action is solely within the discretion of the government.
