The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to solicit a Firm Fixed Price, Indefinite delivery, indefinite quantity (IDIQ) contract for High Risk Instructors, Training, and Learning Standards Support Services in support of Maritime Expeditionary Security (MESF) Group Two open only to Service-Disabled Veteran Owned Small Businesses (SDVOSB) certified by the U.S. Small Business Administration (SBA).
This acquisition will be conducted using the policies and procedures of FAR Part 12, Acquisition of Commercial Products and Commercial Services; FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services; and FAR Subpart 16.5, Indefinite-Delivery Contracts in accordance with 41 U.S.C. 1901 as implemented by FAR 13.501(a). The NAICS Code for this requirement is anticipated to be 611699, All Other Miscellaneous Schools and Instruction, with a size standard of $16.5M.
If solicited through Seaport, the applicable NAICS for this requirement is 541330 – Engineering Services and the applicable size standard is $47 million. The product service code (PSC) is U099 Education/Training- Other.
MESF requires support services Subject Matter Experts experienced in specialized Maritime Expeditionary Security Force skills and operations in order to primarily execute High Risk Training in the course of training and creating curriculum for MESF companies, platoons, patrol boat crews, and other special purpose maritime security teams in Coastal Maritime operations, HVU protection, combat shooting techniques, tactical vehicle and convoy operation, Expeditionary Designated Marksman EDM), Ground Operations, Small Unit Tactics, Embarked Security Team (EST), and Aircraft Security Teams (AST), and critical time-intensive administrative functions.
The Contractor will travel to off-site training ranges, training facilities, conferences and meetings, and other places as required in support of MESF and Navy Expeditionary Combat Command training requirements. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site SAM.gov. The solicitation is expected to be available on or about 30 January 2026.
