INTRODUCTION The U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) is conducting market research to define sources and gain interest from vendors with capability to fulfill the requirement to provide services for development and deliver of basic level technical training courses related to USDA conservation topics.
This Request for Information (RFI) is being issued for information, market research and planning purposes ONLY and does not constitute a Request for Proposals (RFP) or a Request for Quotations (RFQ). This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate for any cost incurred in developing information provided.
No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. Any solicitation resulting from this RFI will be announced separately. The purpose of this RFI is to:
Obtain information regarding availability and capability of qualified vendors; Obtain business size of qualified vendors- small (including socio-economic status) or other than small (large); Identify size classification status relative to the North American Industry Classification System (NAICS) code for the proposed acquisition is 611430- Professional and Management Development Training, size standard of $15.0 Million; and Gain industry comment/feedback on the draft Performance Work Statement (PWS) Responses to this RFI Q&A (Attachment A) will be used by the Government to make appropriate acquisition decisions.
SCOPE USDA/NRCS is seeking a contractor who can provide develop and deliver basic level technical training courses related to USDA conservation topics. Details are provided in the draft PWS which is attached to this RFI. The PWS is not intended to be the final product. Questions or comments pertaining to the PWS are welcomed and encouraged.
RESPONSE INFORMATION: Interested vendors are required to respond by providing answers to the questions using the Q&A document attached to this notice (Attachment A) and provide their capabilities statement. Answers to questions shall not exceed 10 pages and file size shall not exceed 2MB. Any proprietary data that is included in the response must be marked appropriately at the paragraph level (page level is acceptable for full page table, graphs, etc.).
Any response marked proprietary at the document level will not be considered. Responses to the RFI must be submitted by no later than 12:00pm (noon) ET pm on Wednesday April 24, 2024. Responses shall include the RFI Number 12FPC424Q0052 and be submitted via email to the Contracting Officer, Oriel Velez and Contract Specialist, Crystal Baird as follows:
