NRCS Utah is soliciting proposals from Cultural Resource Management Firms (Contractor) for the completion of an intensive pedestrian cultural resources inventory of approximately 1725 acres of private lands with roughly 1,545 acres located in San Juan County, Utah, and roughly 180 acres located in Dolores County, Colorado.

Of the total 1,725 acre-APE, approximately 460 acres within San Juan County, Utah have been recently previously inventoried and a repeat Class III inventory of this acreage is not necessary, as further detailed in Section B. Scope below.

For this undertaking, NRCS Utah is providing technical and financial assistance to Robinson Livestock and Chris Halls to implement mechanical brush management and range planting projects that are intended to improve overall range conditions, reduce soil losses, improve wildlife habitat, and increase forage production.

Projects that receive Federal funding from the NRCS through the U.S. Department of Agriculture Farm Bill are considered undertakings that are subject to review for potential impacts to historic properties under Section 106 of the National Historic Preservation Act (NHPA) as set forth in 36 CFR 800. The NRCS has assumed the role of lead Federal Agency and is responsible for compliance with Section 106 of the NHPA.

Identification of cultural resources within the area of potential effects (APE) for this undertaking is therefore necessary prior to the range management practice implementation. The authorized Contractor will complete an intensive pedestrian cultural resources inventory of the APE to identify historic properties that may be adversely affected because of the undertaking.

As shown on the attached project maps, the APE for this project consists of approximately 1725 acres of private lands; roughly 1,545 acres of which is located in San Juan County, Utah, and 180 acres of which is located in Dolores County, Colorado. The individual practice APEs were used to define the cultural resources inventory area for the purposes of this project. Of the total 1,725 acre-APE, roughly 460 acres within San Juan County have been previously inventoried under UDSH Project No. U21HV0293.

A repeat class III inventory of this acreage is not necessary; however, the ten (10) previously recorded sites in this portion of the current APE should be revisited and updated if warranted. Therefore, intensive Class III pedestrian inventory of 1,265 acres of the total 1,725-acre APE, and revisits to the ten previously recorded sites within the U21HV0293 project area constitutes the scope of this project.
