The purpose of this amendment is to provide a revised quote sheet, property details, and contractor questions with government responses.

1. Attachment 2 Quote Sheet is revised and provided. Contractors shall utilize this version when submitting quotes.

2. Attachment 5 through 11 is provided and includes property details.

3. Attachment 12 Questions and Responses is provided. The quote due date remains unchanged and no other terms or conditions are changed. Contractors shall acknowledge Amendment 0001 when submitting quotes.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number 12FPC325Q0024 is being issued as a Request for Quotation (RFQ). The acquisition procedures at FAR Parts 12 & 13 are being utilized.

The Government anticipates the award of one firm fixed-priced contract resulting from this solicitation. Award will be made to the responsible quoter whose quote responds to the terms of this RFQ and is the best value for the Government. This RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2025-03 effective January 17, 2025. This solicitation is being conducted as a 100% small business set-aside.

The North American Classification System Code (NAICS) is 541191, Title Abstract and Settlement Offices; the size standard is $19.5 million. Active SAM registration is required in order to be awarded this contract and must remain active throughout the period of performance.

Description of Services: The Contractor shall furnish the necessary personnel, supplies, materials, and incidentals necessary to provide title and closing services in accordance with the Statement of Work (SOW), provisions and clauses, and current wage determination(s) hereby made a part of this solicitation. Date(s) and Place(s) of Delivery and Acceptance: The performance period is estimated to be July 1st, 2025 – February 15th, 2028. Place of performance will be various locations throughout the State of California according to the attached SOW. Please see attached RFQ documents for complete details.
