NRCS - CA -NATIONAL RESOURCES INVENTORY LOCAL DATA COLLECTION (CROPLAND)

NATURAL RESOURCES CONSERVATION SERVICE (NRCS) LOCAL DATA COLLECTION (CROPLAND) NORTHERN CALIFORNIA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

Contractor shall perform data collection for the local data collection project utilizing aerial photography, web-based data entry, and other online resources on computer equipment provided by NRCS. Data will be recorded in the web-based Local Data Collection Instrument (LDSI). This requirement requires online collection of point data on cropland for a period of up to three years. These points are located within 15 – 20 counties in northern and central California, depending upon the year.

In the Base Year 2024, there are 18 counties, 181 segments, and 410 points selected for data collection in the project area (see Table 1). These quantities may change slightly during the data collection season. In subsequent years, point quantity adjustments deemed to be within scope may be necessary when the annual workload is released at the beginning of each season.

Questions are do no later than August 22, 2024 1:00pm EST Emailed quotes will be accepted.

Quotes shall be submitted on company letterhead, signed, dated and sent via email to Blake Boyer, Contract Specialist at blake.boyer@usda.gov no later than August 26, 2024, 5:00pm ET. The Government intends to make an award based on the best value to the Government.

In order to be considered, a contractor must submit the following in response to this RFQ (failure to provide this information will result in a non-responsive quote): Technical Capability Narrative - shall not include any pricing information Completed Quote Sheet (Attachment 2); Completed Vendor Information Sheet (Attachment 3); and Active/complete registration in SAM (including designation as a Small Business).
