Quark Publishing Platform Production System (License)

AMENDMENT #1 PURPOSE:

EXTEND QUOTE DUE DATE/TIME: TO:10-SEP-2024 @ 5PM (EST) REQUEST FOR QUOTE Quark USDA-Farm Production and Conservation RFQ No. 12FPC224Q0072 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation 12FPC224Q0072 is issued as a request for quote (RFQ), and the acquisition procedures at FAR Subpart 13 are being utilized. The Government contemplates issuing a single Firm Fixed Price (FFP) Brand Name Purchase Order as a result of this RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 effective April 22, 2024. This is a 100% small business set aside.

The applicable NAICS code is 541419- Other Computer Related Services, which has a size standard of $30M. For more information on size standards visit http://www.sba.gov/size. All quoter submissions in response to this RFQ are considered quotes; not proposals or offers.

Quotes shall be submitted in accordance with the RFQ instructions outlined below; with quote due NLT 5:00PM EST 10 September 2024. Quoters are required to complete the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items. This must be completed at SAM.gov and the registration in an “Active” status. You must have an active registration in SAM prior to award of a Federal Contract. For information regarding registration visit https://www.sam.gov.

The quote shall be valid for 90 calendar days after the required due date for quote. The Government reserves the right to conduct interchanges with one/some/none or all the responsible quoters whose quote conforms to the solicitation terms to allow for Final Quote Revision to achieve the Lowest Price Technically Acceptable (LPTA) quoter to the Government.
